According to Multiplier’s 2026 Global Hiring Gap Report, a survey of 500 global business decision-makers only 8% of organisations are fully compliant with international tax and labour laws when hiring across borders.

And yet, global hiring is accelerating faster than ever. Nearly half of the companies surveyed said they are hiring internationally to access AI and emerging technology skills. Why global hiring is so complex

Hiring across borders is not simply a matter of posting a job and signing a contract. Every country operates within its own distinct legal, regulatory, and tax framework and what is perfectly standard in one market can be illegal in another.

Here are some of the key reasons global hiring trips businesses up:

Different labour laws in every market: from working hours and leave entitlements to termination procedures and employee contracts, each country has its own set of rules. Failing to comply even unintentionally can result in significant penalties and legal disputes.

Despite growing awareness of these risks, the Multiplier report reveals that the gap between global hiring ambition and compliance readiness is actually widening. With immigration constraints, rapidly shifting labour laws, and increasing regulatory complexity, businesses are finding it harder, not easier, to manage compliant international employment on their own.

In fact, 46% of companies in the survey admitted they have failed to successfully onboard an international hire due to compliance challenges. That is not just a missed opportunity. That is lost revenue, wasted recruitment investment, and damaged candidate relationships.
